Finance App Ads: Video Ads Inside the Platforms' Rules
A finance app can run video ads on every big network, under rules other apps do not have. Most networks ask the advertiser to be licensed or verified, show credit ads to adults only, and want the terms in plain view. Payday loans and binary options are banned on most. That is each network's own policy pages, read on 26 October 2026.12345
Finance app adsIn short
- Licence: Meta "may" require one; TikTok asks advertisers to "Be licensed by local and regional authorities".13
- Age: credit, loans and insurance go to 18 and older on Meta, TikTok and LinkedIn.135
- US targeting: since 21 January 2025, US finance ads on Meta use its Special Ad Category, which limits age, ZIP code and lookalikes.67
- Terms on screen: Snapchat loan ads disclose the APR, repayment period, fees and penalties.4
- The app itself: Apple removes apps marketed in a misleading way, "whether within or outside of the App Store".8
This is a map of the networks' own rules, not legal advice. Both Meta and TikTok put the law first: "Provide disclosures as required by law", "Comply with relevant local laws and regulations".13
Can a finance app advertise on Meta, Google and TikTok?
Yes, after a check of who you are. Each network asks in its own way:

- Meta: "Advertisers may be required to be licensed in the country they are targeting". Verification is required for finance ads aimed at ten places, the US and the UK among them. In the UK, an advertiser "needs to be authorized with the Financial Conduct Authority (FCA)".19
- Google: a separate financial services verification, country by country. The UK is on its list; the US is not.10
- TikTok: "Be licensed by local and regional authorities" and "Include proper disclaimers where applicable".3
- LinkedIn: "Ads promoting financial products and services are restricted." UK finance ads come from FCA authorized advertisers only.11
Who can a finance ad reach?
Adults, and in the US and Canada, a wider audience than you might choose:
- Meta: "Ads promoting credit cards, loans or insurance services must be targeted to people 18 years or older."1
- Meta in the US: "Starting January 21, 2025, using this category is required for financial products and services campaigns" aimed at the US. In it, "Age, gender, ZIP code or postal code, audience exclusion targeting, lookalike audiences, saved audiences and some interests are limited or unavailable".67
- TikTok: "The ad must be restricted to audiences aged 18 years and older".3
- LinkedIn: "Do not target members under the age of 18."5
- Google: age, gender, marital status and parental status "may not be used to target" consumer finance ads in the US and Canada.12
So the ad itself has to find its viewer: its first line names who it is for.
What must a finance video ad show?
The terms, where the viewer can read them:
- Snapchat: "Ads for loans must disclose, among other things, APR, repayment period, fees and costs, penalties, and the contact information of the lending institution."4
- TikTok, UK loans and credit cards: "Clearly disclose interest rates, annual percentage rates, transaction fees, disclaimers, repayment periods, and representative examples".3
- Google: the business's physical address and all associated fees. Disclosures "must be clearly and immediately visible without needing to click or hover over anything". Personal loans add the repayment period, the maximum APR and a representative example of the total cost.213
- LinkedIn, personal loans: the maximum APR, with all fees in it.5
In a video, that means words on screen, held long enough to read with the sound off. A voiceover alone is gone in a muted feed.
Which finance products are banned from ads?
Some never run, whatever the creative:

- Payday loans: Meta, TikTok in the US and Canada, Snapchat ("Payday loans or predatory lending") and LinkedIn.1345
- Binary options: Meta, Google, TikTok in the US and Canada, and LinkedIn.1235
- Initial coin offerings: Meta, Google, and TikTok in the US and Canada.1143
- Credit repair: Google ("Ads for credit repair services are not allowed.") and TikTok in the US and Canada.23
- Short loans: Meta bans loans of 90 days or less; Google allows personal loans only at "61 days or longer".113
- High APR: "Google doesn't allow ads for personal loans with an APR of 36% or above in the United States (US)."15
TikTok adds two that touch the creative itself: "Get-rich-quick offers" and "Too-good-to-be-true financial offers".3 And Meta, for US investment ads, bans any that "suggest user interaction with the advertiser via on-platform or off-platform direct messaging services".1 A "DM us" ending is out.
What about crypto apps?
Permission first, on every network:
- Meta: no ads for trading platforms or staking "without prior written permission", and a "recognized regulatory license or registration".16
- Google: initial coin offerings, cryptocurrency loans and unhosted software wallets are not allowed anywhere.14
- TikTok: in several markets, crypto exchange ads need permission through a TikTok sales representative.3
- Snapchat: crypto wallets and trading platforms "require prior approval from Snap".4
- LinkedIn: "prior authorization", and ads that "must target finance-related professionals".1117
What do Apple's rules add?
Rules for the app, which reach into its ads:
- Loan apps: "Loan apps may not charge a maximum APR higher than 36%, including costs and fees, and may not require repayment in full in 60 days or less."8
- Trading apps: they "should be submitted by the financial institution performing such services and must have necessary licensing".8
- Marketing: misleading marketing, "whether within or outside of the App Store", is grounds for removal of the app.8
So the ad shows the app as it is: its real screens, its real offer.
How do you make a finance video ad that passes?
Settle the rules before the first frame:
- Name the product's category: credit, loans, insurance, investing or crypto. Each network treats them differently.
- Get verified or licensed first, on each network and in each country you target.
- Set the audience: 18 and older, and Meta's Special Ad Category for the US.
- Put the terms on screen as words: the APR, the fees, the repayment period, where a rule asks for them.
- Show the real app. Not a promise of returns, not an invented screen.
- End on the store or your site, not on "DM us".
Where 10xvid fits
10xvid, motion graphics ads for apps, draws every frame from your real screens, your type and your pictures, so the product looks like itself.18 Paste your App Store link or website into the chat, and say which lines the ad must carry. The blueprint shows the whole ad before it is made, and you can change any part.18
10xvid does not check an ad against these rules. Read every frame, and have whoever signs off your finance ads read it too. The first ad is free, with no card: make your first ad. For the first second of the ad, see video ad hooks.
